On September 27, Texas led the country—among major production states—in cotton rated very poor to poor (35%). Rain falling after the cutoff time will be assessed for next week’s report. On September 24, East Rapid City, South Dakota, noted a daily-record high of 93°F. Another broken band extended eastward from Indonesia, looping through Micronesia before stretching eastward as the climatological ITCZ. In addition, a TUTT (Tropical Upper Tropospheric Trough) low came near the area before fizzling out. In the Republic of Palau, based on data through September 22, the Palau International Airport station reported 2.20 inches of rain this week (which is above the weekly minimum of 2 inches needed to meet most water needs) and the COOP station at Koror recorded 4.97 inches. It was very dry. Across the Marianas, Guam and Rota had a wet week, with precipitation totals over the weekly 1-inch threshold to meet most water needs. Image credit: U.S. Geological Survey. More than six dozen wildfires remained active across the West, with the greatest concentration of fires (and poor air quality) persisting in the Pacific Coast States. The Northwestern rain led to a daily-record sum of 1.14 inches on September 18 in smoke-plagued Eugene, Oregon. Reasons included low streamflow, poor vegetative health, and declining pasture conditions.

The remnants of Tropical Storm Beta dumped heavy rain near the Alabama-Georgia-Tennessee triple point, eliminating abnormal dryness. The “wetter” conditions at the other two stations prevented the status from going to D1-SL. Of these stations, Kapingamarangi had the least amount of rain at 0.23 inch of rain for the week. The 3.57 inches for August-September 2020 ranks as the driest August-September on record. Nevertheless, heavy rainfall associated with Beta caused local flooding, especially along and near the middle and upper Texas coast. In fact, two new areas of exceptional drought (D4) were introduced in western Texas. On September 20, USDA topsoil moisture in Mississippi was rated 56% very short to short. The Tuolumne River flows 149 miles westward through the Sierra Nevada foothills before converging with the San Joaquin River in the Central Valley. Elsewhere, periods of light precipitation may occur across much of the eastern half of the country, while locally heavy showers will linger for several days across Florida’s peninsula. That’s the total amount of water that moves to the atmosphere from Earth’s land and ocean surfaces (evaporation) and plants (transpiration). SPI values at 1 and 3 months were indicative of drought free conditions, while the 6, 9, and 12 months were indicative of abnormally dry to moderate drought.

A new area of short-term moderate drought (D1) was introduced in west-central Indiana, while dryness (D0) was broadly expanded where little rain has fallen for more than a month. Even though this was a dry week for Lukunor, its monthly rainfall total was over 8 inches of rain, resulting in continued drought free conditions. Guam’s monthly rainfall total was over 10 inches. A meteorological Inter-Tropical Convergence Zone (ITCZ) developed briefly over parts of eastern Micronesia. A drought in California affects much of the western United States. Kosrae almost reached the 2-inch weekly minimum with 1.89 inches (and 1 day missing). October 1, 2020 - Tropical Storm Beta made landfall on September 21 about 10 pm CDT near Port O’Connor, TX, with sustained winds near 45 mph. Very dry weather dominated southern portions of Micronesia as a La Nina-like synoptic pattern has developed in recent weeks. With this information, scientists hope to identify drought-affected regions more quickly and accurately. In the Northwest, however, frequent showers—especially west of the Cascades—should provide relief from a dry summer and aid wildfire containment efforts. In American Samoa, weekly rainfall totals have been well above the 1-inch weekly minimum at Pago Pago (2.66 inches) and the automated stations at Siufaga Ridge (3.01) and Toa Ridge (2.59). It was mostly dry this week on St. John. Chattanooga, Tennessee, reported a daily-record rainfall sum of 3.91 inches on September 24. On the same date, Wyoming led the region with rangeland and pastures rated 71% very poor to poor, followed by Colorado at 51%. It can detect clouds, winds, surface temperature and low-level moisture, among other things. On September 27, the U.S. Department of Agriculture rated 100% of Rhode Islands pastures in very poor to poor condition, along with 92% in Connecticut and Massachusetts. For example, the nation’s soybean harvest was 20% complete by September 27, compared to the 5-year average of 15%. The Glass Fire, in Napa and Sonoma Counties, and the Zogg Fire, in Shasta County, both scorched about 50,000 acres of vegetation a couple of days, with little containment. Much-needed precipitation began to overspread the Pacific Northwest, signaling the change in seasons that should eventually deliver drought relief. They can just insert a hollow drill into the trunk and pull out a sliver of the tree and see the rings that way. D-Nothing continued at the rest of the FSM stations. The week was dry in southern portions of the FSM and in some parts to the north. Troutdale, Oregon, reported more than an inch of rain on September 18, 23, and 25—with totals of 1.13, 1.18, and 1.02 inches, respectively. In the Federated States of Micronesia, some stations were missing 1 or 2 days of data for the week while other stations had no missing days. They expect that with very strict water usage, the remaining water tanks will last for about two months. Given the very low rainfall totals and local impacts, Kapingamarangi’s drought classification was changed to extreme drought (D3-S). September 24, 2020 - Category 2 Hurricane Sally made landfall on September 16 near Gulf Shores, Alabama, around 4:45 am CDT, with sustained winds near 105 mph. Kapingamarangi and Nukuoro recorded no rain for the week, while Woleai reported 0.07 inch, Ulithi 0.44 inch, Lukonor 0.86 inch (with 1 day missing), and Fananu 0.88 inch (2 days missing). Water Year 2020 (October 1, 2019 – September 30, 2020) will soon end, with preliminary summaries indicating a dire drought situation in much of the region and some areas continuing to observe drought expansion or intensification. It was dry, dry, dry.

Elsewhere, there were no changes in Puerto Rico, where a spot of abnormal dryness (D0) exists at various time scales along the southern coast. Leeward sections of the Big Island remained dry, however, maintaining poor vegetation health and necessitating an expansion of moderate to severe drought (D1 to D2). However, the remainder of the West remained mostly dry. This way, scientists can link changes in heat to water loss in plants and calculate how much evapotranspiration is happening. Wyoming led the region with rangeland and pastures rated 64% very poor to poor. Following a dry August with only 2.94 inches of rain, the monthly rainfall total for Kapingamarangi in September was only 0.86 inch of rain. Once inland, slow-moving Beta weakened and turned northeastward, crossing the Mississippi Delta before dissipating on September 25 over the Southeast. Despite scattered showers, mainly in the Great Lakes region, some areas continued to experience an expansion of short-term dryness (D0) and moderate drought (D1). In 2014 in California, nearly the entire state was experiencing “extreme drought” or “exceptional drought,” which is a step above extreme. South of the equator, a dry air mass controlled the weather over American Samoa until a surface trough oscillated across the territory during the last half of the week. At Nukuoro, no rain fell this week but last week was wet, so D-Nothing continued; however, 4 of the last 5 weeks were dry so D0-S may be considered if the dryness continues. The monthly rainfall total was 6.43 inches at the airport and over 10 inches at the COOP station. Rota recorded 8.00 inches for the week, bringing the monthly total (through the 22nd) to 11.52 inches which is almost 3 times the monthly minimum of 4 inches needed to meet most water needs and close to the full 30-day monthly normal. September 1-29 rainfall totaled just 0.12 inch (4% of normal) in Indianapolis, Indiana, and 0.90 inch (30%) in Saint Louis, Missouri. D2-S continued for Kapingamarangi, but the island will be watched for possible D3-S in the coming weeks if the dryness continues or impacts worsen. D0-S continued at Jaluit where the monthly precipitation total was only 3.10 inches and D2-SL continued at Wotje where the monthly total was 5.05 inches, both of which were below the monthly minimum at this point in the month. Streamflow in many areas of the Northeast is very low for this time of year. Satellite-based estimates of 7-day precipitation (QPE) showed a band of rain (the South Pacific Convergence Zone, SPCZ) extending from Indonesia southeastward, passing south of the Samoan Islands. These statistics—rapid planting but slow emergence—were indicative of dry conditions. Those September 1-28 totals were 2 to 7% of normal rainfall values. Majuro had a wet week as well, with rainfall totals over 3 inches. The 0.63 inch monthly total (through September 22nd) at Kapingamarangi ranks September 2020 as the second driest September in the 29-year historical record (when compared to full 30-day Septembers). If rain continues to fall on a regular basis, the status at Wotje may be improved in coming weeks. The drought classification for St. Croix was unchanged this week and remained abnormally dry. September 1-22 rainfall totaled just 0.04 inch (2% of normal) in Indianapolis, IN, and 0.50 inch (22%) in Saint Louis, Missouri. Dededo received 6.59 inches for the week (with 1 day missing) and 10.09 inches for the month so far, Agat recorded 4.01 inches for the week and 10.57 inches for September, and Guam reported 5.89 inches for the week and 8.80 inches for the month.
